Describe the bug cannot navigate to admin page after activate the new theme

To Reproduce

1. using vs to run the code or deploy it to the server
2. go to choose and activate a theme in the admin page
3. create a new browser tab
4. go to the admin page
5. show the white page

Expected behavior show the admin page
