Redesign development

Hey,

I've started a redesign of the developer documentation part.

It's just a first basic draft.

I thought of the following structure:

Getting started - How to start developing an Adapter Schema - Schema of ioBroker - Namespace, objects, states Reference - Files, structures and informations about Adapter development Tools - IDEs and other usefull utilities for Adapter development

I've created at least one page per chapter, so some links go to nowhere :)

I've taken over some content for the example pages, some content I've created from scratch.

Also, I would create the developer documentation only in english.

This draft PR is for discussing the structure and first content.

What's the current state of this PR? I should add some documentation about the dev-server, but I'm uncertain if I should still add it to the current documentation on master or if I should add it to this PR.

I'm still working alone on this PR and have less time at the moment.

I would remommend that you put it in the old documentation.
