AdapterRequests State activity monitor

A "State Activity Monitor" adapter would be useful to monitor regular changes of (selected) states in order to check, if a device behind the state is still living and indicate this with an online/offline state. I could imagine, that such an adapter already exist, but haven't found it yet.

I would say a subset of this. Handling notifications inside this adapter is not necessary, the telegram adapter can listen to the on/offline state I assume. Using scripts/blockys is a solution, good for a couple of fixed states to be monitored. When it becomes to monitor plenty of states, and you need the monitoring as part of your Development, means states are frequently added, changed, removed, then a bit more comfortable solution would be good.

It can be assigned to him as soon as he has posted any reply too. See #45. But of course it makes sense to invite him :-)
