[enhancement]: use `mike` for versioned docs

What should this feature add?

Use https://github.com/jimporter/mike for our mkdocs. This allows us to have a dropdown in our docs page for the version of the app.

We should aim to have a v2.3, v3.7.0, and v4.0.0+ versions available. It's is probably possible to retcon the old docs using mike.
