What happened?
Fresh install of Ubuntu 22. Installed latest Radeon drivers with rocm support (5.4.2) and added user to Render & Video groups. Downloaded 2.3.5post2 installer and selected AMD rocm GPU from the installer script.

Also installed A1111, and it's working perfectly on rocm, ~5it/s. so I know drivers are installed correctly.

Title was supposed to be 'Invokeai 2.3.5.post2 using CPU instead of rocm' Anyone with powers to change, please do!
Solved.
Following the instructions for Invokeai 2.3.5.post2 install, selecting AMD/rocm in the config script is installing CUDA instead of rocm. Manually uninstalling and reinstalling pytorch within the invokeai environment fixed it.
pip uninstall torch torchvision torchaudio pip install torch torchvision torchaudio --index-url https://download.pytorch.org/whl/rocm5.4.2
