Allow for Tax Amount column to be usable with Invoice Tax Rate (without enabling invoice item tax rates)

Currently if you want to have a simple tax setup of one tax rate for Invoice Tax Rate, you can't display the tax amount per line item.

This only works if you enable Invoice Item Tax Rates, which allows the "Tax Amount" column to be used on the invoice design to ultimately show the tax amount for that line item. However in doing so, each line item is by default not taxed, unless you explicitly choose to tax the line item with the drop down.

Simply put, it would be great to be able to use and show the "Tax Amount" column to display the tax amount breakdown for each line item, when only using One invoice tax rate and keeping invoice item tax rates disabled.

At present, if you have it set up this way it will only show the tax amount at the bottom for all line items, but doesn't allow you to show the tax amount per line item for further clarity.
