Houskeeping: Activate Dependabot

Currently I'm working on utilizing a cookiecutter template for this module. One of the features is automatic locking of dependencies.

depending on whcih cokkiecuttur will get merged, it will use poetry or uv for dependency locking. (I hope it is the uv one)

@m3nu Can you setup the dependabot so it can be used on this repo? (Please set it in draft / standby mode)
