Error iptables and ip set.

My friends, I put inline FORWARD rules in the /usr/local/pf/conf/iptables.conf file to block wireless network communication for visitors to my internal networks, but the message "ipset v7.10: Set cannot" appears be destroyed: it is in use by a kernel component", I saw on a Debian forum that this is a conflict between iptables and ipset. I decided to make an ipset list and put the IPs that I don't want my wireless network to communicate with, which are nothing more than the IPs of my internal wired network and wireless network for internal users and my management vlan. the ipset list is not saved even though I use the save command, it appears after the ipset list command, but seconds later it disappears. Does anyone know how I can solve these problems?

I use debian 12 e packetfence v13.
