Allow to inherit the 'max devices per user' in role inheritance

Is your feature request related to a problem? Please describe. Allow to inherit the 'max devices per user' in role inheritance so we can configure the limit in a parent role and it bubbles down to the child roles.

Describe the solution you'd like Implementation of the behavior above (disabled by default) and a toggle in each role to enable the inheritance (same kind of logic as inheriting VLANs)

The frontend and the OPTIONS would need to be updated.

We would need to do something like switches where we allow fields to be inherited from thier parent.
