[PUI] Part Stocktake Panel

Follow up to https://github.com/inventree/InvenTree/pull/6985

Now that we have a good basis for drawing charts, the "stocktake" part panel can be implemented in PUI.

Additionally, the "admin center" interface for stocktake data should be implemented too.
