Package install - updates loose additional packages

Describe the bug*

Extra packages provided to the installer are lost on full update cycle - they should be maintained

Steps to Reproduce

1. Single-line Install with Postgres dependencies
2. Destroy you env
3. Re-install either the package or singe-line
4. Missing postgres - non-working env

Expected behaviour

Keeping this persistent
