bibedit: templates ignore indicators on expansion

It seems that upon expansion of bibedit record templates the indicators set get ignored:

  <datafield tag="856" ind1="4" ind2=" ">
    <subfield code="u">VOLATILE:URL</subfield>
    <subfield code="y">VOLATILE:Table of Contents, Inhaltsverzeichnis,  full text, Download</subfield>
  </datafield>

exposes $u and $y as subfields in 8560_ instead of adding a new 8564_ field.

As websubmit documents always add a 8560_f, the templates suggests to add $u and $y to this very field.
