upgrade-v12: domain categories are shown in the administration UI but they are not populated in the DB

Describe the bug

When upgrading to v12, the Domains-create administration view shows some available options for the new domain category. These categories cannot be retrieved from the REST API and neither are populated in the DB

Expected behavior

We should populate the values as part of the upgrade script. Below are the available options:

2	company
3	mailprovider
4	spammer
