Scheme absent from preloaded controlled vocabulary in record edit page

Describe the bug

The scheme is absent from the UI for controlled vocabularies that are preloaded when editing a record containing them. For example:

"Leg/surgery" is a MeSH term so it should show up as "(MeSH) Leg/surgery" like "(MeSH) Thigh". "Thigh/surgery" is actually a regular keyword, so it is showing correctly.

Steps to Reproduce

1. Create + Publish a record with a controlled vocabulary
2. Edit the record
3. See error

Expected behavior

Show the tags as they are shown when initially created.
