Describe the bug

After adding "Role: Reader", "Visibility: Public", "Visibility: Hidden" as filters to a members search on the community members search page, when the "Role: Reader" is deleted, it is replaced by a "Visibility: Public" pill that doesn't go away.

Since it is hard to describe here is the gif:

Our testers have easily gotten into this state through various combinations of clicking. The above is the simplest one.

Steps to Reproduce

1. Go to a Community's Members tab
2. Click on "Role: Reader", "Visibility: Public", "Visibility: Hidden".
3. Click "x" for "Role: Reader"
4. See error

Expected behavior

Clicking on "x" for "Role:Reader" would just remove it.

The issue still exists, but it's hard to reproduce. However, I wouldn't consider it a blocker for the v12 release since it's minor compared to other issues.
