Updated for Julia 1.5 and python 3.7 backwards compatiblity

This makes it compabitle with newest version of julia due to python 3.8 and pandapower incompatiblitiy.

It also seems that CI is breaking for the older Julia versions. I guess we may have to tag a new release that requires Julia 1.5 (and change CI accordingly).
