Setup release task using circleci.

We need to setup release task using circleci. Currently the project is using circleci for its build and test steps, we need to add the step of releasing a stable version of the library.

Saw this when browsing through Octoberfest issues - would be interested in setting this up for you if you can let me know what current deployment strategies are in place :)
