Moving to pyproject.toml?

There are a lot of advantages to move to pyproject toml, e.g. standardization, using a declararitve config, consolidating tools, etc. Would you be open to move to that? I would be willing to file a PR.

Yes, I was busy planning out the v0.12 release (did not want to change too many things at once). Will review the PR now.
