Template parsing insecure hash algorithm for certificate signatures

Parsing goes wrong, "Insecure hash algorithm" column shows things like:

{'': 'sha1withrsaencryption'}

It is not a parsing error. The dictionary used there shows the insecure algorithms per certificate. The key used in the dictionary is the common name on the certificate. This is the same value as the old design but we could make the presentation clearer.
