ForceDelete must not be set automatically on the domains with status L or N

The statuses L (liquidation) and N (bankrupt) are not finite and the organisation is still existing it has a representative and thus can still be active side of an agreement.

The only reasons to automatically set ForceDelete are if the organisation is missing from the regisgtry (invalid registry number) or the status is K (deleted)
