Extend email validator with options for custom list of email to check and limit checks to patches

Email validator needs an option to input list of emails to check the level of checks to be performed (regex/mx/smtp) and dividing the checks into patches no to flood a single email server with too many requests and running into risk of getting blacklisted ie patches of 10 addresses, with 10 minute intervals
