WHOIS instance without personal data

To be able to deploy whois services to cloud or form anycasted-whois it is necessary to remove personal data from the whois server databases.. This affects domain registrations that are registered to private registrants. But at the same time we need to have separate instance for law enforcement with full set of contact data.

Maybe it can be done during replication or build separate ETL process to extract only partial data from registry whois table to public whois instances?
