Updated German translation

Hi @justcomplaining , sorry there was a bug in the messages.pot file which I fixed in #9214 and #9207 . Could you update the German file with the new messages.pot ? That should fix the failing tests!

@justcomplaining, thank you very much for this PR. So that the community could take advantage of your had work (and indeed, this looked like a lot of work) I went ahead and rebased + ran docker compose exec -uroot web ./scripts/i18n-messages update de and then added the missing tags that were causing errors.
