Require approval for work title and author name edits

Problem / Opportunity
Changes to work titles and author names affect many editions simultaneously. When the edits are incorrect, this can cascade into additional problems such as incorrect merges. These types of edits should require review by the super librarians prior to going live.
Incorrect changes have resulted in bad merges which are difficult and time-consuming to fix given how many records can be involved.
Success is when an editor below super-librarian status edits one of these fields and the edit is sent to the merge queue for review.
