Torrent seeding

Need to add a BT seeder, probably based on the code currently in dweb-transport.

Need to be able to add a directory to it, with a torrent, where this item only has some of hte files, but I think those semantics are expected in Torrent.

Will need to edit IA's bad torrents as done on current dweb-gateway Python code

Do not think we want those torrents to point at localhost - the backup reference is dweb.me or archive.org
