Pull request template dosen't seems to be working

Description

What problem are we solving? What does the experience look like today? What are the symptoms? How can one reproduce the problem? I recently created a pull request and realised that the pull request template is not working maybe this is because it is stored inside a folder named PULL_REQUEST_TEMPLATE.

What operating system? What browser type and version?

Proposal & Constraints

What is the proposed solution / implementation? Is there a precedent of this approach succeeding elsewhere? I would like to move the pull_request_template.md into the root path of .github folder.
