Add support for outlinks projects in HQ

As discussed in #346 , outlinks projects are a way to preserve outlinks while not immediately crawling them (in the same context, anyways).

With this PR we will be able to create multiple HQ clients with different options https://github.com/internetarchive/Zeno/pull/442

Then, I will make another PR to send outlinks to a 2nd HQ project.
