Add secondary HQ project in Zeno

Allow Zeno to switch to a secondary HQ project when the main project is empty.

And, it would be very useful if Zeno could send outlinks to a second hq. This is useful for a common archiving pattern: first archive every single page with known urls list, then filter and selectively archive the outlinks found from pages.

Yes. That has been on my personal list for a long time. We should create another issue!
