[BUG?] Non active tab is monetized when restoring from old session

Have you ever noticed that when chrome is first started (restoring an old session) that it starts paying to a monetized tab, even if the monetized tab isn't the current tab when the browser was started?

Not sure if it's related to this but:

If I'm on a non-monetized page (in this case a localhost page with a listing of my test pages) and I open one of those (monetized) pages in a new tab, it starts paying (even though I didn't switch to that tab).

For the record, I created a test page with a link to a monetized page, and used "open in new tab" on the page and wasn't able to reproduce. On the main branch at least
