Upgrade to TailwindCSS v4

Upgrade tailwindcss to v4 and tailwind-merge to v3; and handle all the breaking changes (including in build script).

Likely not worth updating yet, as it requires Firefox 128 (July 2024), while we aim to support Firefox 110 (Feb 2023)

Had troubles making it work with our esbuild setup. And when running separately with @tailwindcss/cli, it included plenty of unused styles in bundle.
