Add release notes for new versions

Context

Whenever we release a new version to the preview or stable channel we would like to add some general release notes:

• what changed
• improvements
• optimizations

Additionally we want to add a link to the commits since the previous release.

Todos

• Check if this can automated or it should be a manual process (in PR or in the releases page)
• Figure out how to filter the latest release tag
