Chosen model is not remembered. I'm unable to pin a particular model.

As you can see in this recording, I want my chosen model o4 mini to be remembered but the choice keeps resetting to GPT 4.1 whenever I start a new thread.

You can right-click on a model tab to make that model the default. The model selector is for the current chat only. We understand it's a bit confusing and we are working to solve it.
