Disallow some pages to be added as menu items

Client reported:

so, this will always throw a 404 error if you add the Member Details link to the Member Menu and go to Member Details through the Member Menu- maybe this should not be allowed to us to do? (to add the link to the Member Menu because always throws error?)

The issue is: Member Details page requires username appended to the end of URL like domain.com/member/user.html
and when this page is added as menu item, it has no that URL component, that's why it shows 404 errors.
Similar error pages can be viewed by adding any view item pages...

As far as I know there are some flags for pages that are considered during menu generation. service flag should be responsible for this, so we need to recheck this functionality.
