Add OpenVINO SR-Model

Fix #1245 . The process of preparing input and processing output in openvino. Need new Ops: Power and ReLU. The problem is that the outputTensor value is too small, similar to the residual, but it is directly processed as the output image in OpenVINO.But the correct image cannot be obtained by directly denormalizing the output here. Any suggestions ? @huningxin
