Add Windows VMI Options

MS removed non-Windows target support for the windows crate in https://github.com/microsoft/windows-rs/pull/3135 so parts of this will need to be re-worked as that dependency's last good version is now outdated (0.57.0). I also want to update the vergilius-rs crate with built-in definitions of structs which are defined in many versions so we don't have multiple 1000 lines of match statements.
