pcm-sensor-server windows build?

Right now, there is no pcm-sensor-server windows build in appveyor. Is there any reason for that? Can it be built for windows?

Not at this point in time, there are some issues with turning it into a daemon that I have not looked into. Basically I need to run it as Windows service. Perhaps it is easier if you run it inside Windows Subsystem for Linux, it might work there withotu any changes.

WSL does not have access to low-level registers that PCM needs

@ogbrugge If you have issues with turning pcm-sensor-server into a proper windows service, maybe you could create just a regular build without a service stufff — i.e. just a regular .exe that could be run manually? This would help us significantly as-is, and the service functionality could be added later.

@mikhail-barg Good enough is the enemy of perfection :-) If I do it this way I may not come back to it and turn it into a service but yeah I'll see what i can do on short notice.
