[SYCL] Update emhash lib revision

Fetch a revision of emhash which works on Windows on Arm.

The CommandGraphTest.LinearInOrderQueue unit test failed in the CI on both Linux and Windows. I don't know if this PR was the the cause of the failure. I've rebased this change. Could we try the CI again, please?
