llvm-spirv/test/image.ll assertion after WW32 pulldown

In pulldown PR, we are seeing unexpected assertion in llvm-spirv/test/image.ll. This needs further investigation and fix.

To Reproduce

Merge https://github.com/intel/llvm/pull/10783, built and run lit test.
