Add lookahead interfaces for HEVC

Add attribute #VAConfigAttribLookAhead, VALookAheadInfo and corresponing params in HEVC SPS and PPS for supporting HEV lookahead.

please change the commit title to add LPLA interfaces for HEVC, DDI is not a concept in libva. also add more description in the commit message. thanks
