feat(cli): allow to overwrite nvd cache dir

I would like to be able to overwrite the cache-dir location, but the DISK_LOCATION_DEFAULTis used in multiple places so that this PR does not yet work.

Sadly this is also not close to be finished. There are several places, where the location is hardcoded

Hey, I'm cleaning up some older pull requests before hacktoberfest and it looks like this one has gotten stale and now has conflicts. I'm guessing it's time to close it. Feel free to open a new one if you decide you want to work on it again later!
