ccloudvm should reboot the VM after it's finished the setup

The reason is that it does a apt-get upgrade which updates the kernel. This means that if you reboot ccloudvm at a later stage when it comes back up you'll get a different kernel, which might be confusing.

You can see this in the prompt as well. When you connect to a new ccloudvm VM you'll probably see:

*** System restart required ***

which isn't great.
