The .png image seems to be not uploaded correctly. But the HRESULT:0x849C0005 it is the PTS error code defined in PTS documentation as fallow:

7.5 PTSCONTROL_E_FAILED_TO_OPEN_WORKSPACE (0x849C0005) OpenWorkspace() will return this status code when it is unable to open the Workspace specified in the pszPathOfWorkspace parameter.

So either the path to the .pqw6 file is invalid or the .pqw6 file is corrupted. Try to open it with GUI PTS, maybe it just needs to be updated.
