Update installation instructions to install oneapi 2024.0

Currently instructions do not have version qualifications.

We also need to give instructions on how to upgrade and downgrade.

Notes

  • Currently offline installer download site only shows oneAPI 2024.1.0. Previous versions are not available for download.
  • The version we are using and required in Gemma readme is 2024.0.1. URL for wget offline installer download in linux GPU installation guide is for 2024.0.0

The first issue, @Oscilloscope98 is helping to check and change the url for 2024.0 For the second issue, @qiuxin2012 Does Gemma require 2024.0.1? If so, do we need to modify the download url for the linux offline installer to install 2024.0.1?
