[FEAT]: Support CoPilot Coding Agent in Ruleset bypass list

Describe the need

Currently the github_repository_ruleset resource supports the following actor_type for bypass list RepositoryRole, Team, Integration, OrganizationAdmin, DeployKey.

From a security standpoint, this sounds like a horrible idea to add 😬

But, it's not up to us to regulate how you might use this. We're currently quite busy with getting v7 released and can't focus on adding new features.

If the go-github SDK supports this, then we'd love a contribution for this! :)
