[BUG]: Required Workflow is not saved in the state

Expected Behavior

There is a bug where you cannot save the state for the organization ruleset if this contains a required workflow

Actual Behavior

It does not save the state of the already existing organization ruleset

Terraform Version

OpenTofu v1.9.0 on darwin_arm64
