[FEAT]: Support the https_enforced setting for GitHub Pages

Describe the need

Reopening: https://github.com/integrations/terraform-provider-github/issues/2276

Allow setting https_enforced when setting up GitHub Pages. It would be a nice addition to cname and build_type that are already possible.
