workflow run annotations/notices

Is your feature request related to a problem? Please describe. Workflow run attempts can have annotations/notices. I don't want to need to open each deployment message in Slack to see these annotations/notices.

Describe the solution you'd like Have the number of notices listed in the updated Slack message. Perhaps even have the content of the notices posted to Slack as thread replies to the deployment Slack message.

Describe alternatives you've considered Create my own GitHub Workflows that use Slack webhooks.
