Every timing group affects everything, it does not make much sense to say that primary/secondary/third timings affect latency/bandwidth specifically.

As I understand, they affect bandwidth which in turn affects latency. It makes sense in theory but I have also observed this in practice while measuring performance scaling with IMLC.
