New Quizzes ignore settings and show results under Recent Feedback

Summary:

New Quizzes: even with "Restrict student result view” turned on and all boxes below it unchecked, and the Gradebook fully disabled, students still see their quiz results under “Recent Feedback."

Steps to reproduce:

1. Create a New Quiz.
2. In the quiz settings, turn on "Restrict student result view."
3. Uncheck all the options for viewing results.
4. Disable Gradebook completely.
5. Give quiz.
6. Students still see their results under “Recent Feedback."

Expected behavior:

Students do not see their grades, since the New Quiz has been configured to not show results.

Actual behavior:

Students see their results under “Recent Feedback."

Additional notes:

A potential FERPA violation, not to mention a terrible usability flaw.
