Assignment: Associated rubric does not appear beneath assignment details when submission type is "External Tool"

Summary:

A rubric that is associated with an assignment does not appear visible to a student when the submission type is "External Tool."

Steps to reproduce:

1. Create an assignment
2. Set submission type to "Online" or "On Paper."
3. Save the assignment.
4. Associate a rubric with the assignment (or create a new one)
5. See the rubric appear beneath the assignment details.
6. Edit the assignment.
7. Set submission type to "External Tool."
8. Save the assignment.
9. View the assignment.
10. Observe that the rubric associated with the assignment no longer appears beneath the assignment details.

Expected behavior:

The associated rubric for an assignment should appear beneath the details of that assignment when viewing it, regardless of submission type.

Actual behavior:

The associated rubric for an assignment does not appear beneath the details of that assignment when viewing it, regardless of submission type.

The lack of visibility is a bug, confusing its users. These rubrics should appear when viewing an assignment.
